Homeland Security Awards $260 Million in Supplemental Grants



The Department of Homeland Security (DHS) announced recently supplemental fiscal year 2007 grants for three grant programs: the Port Security Grant Program, Transit Security Grant Program and Emergency Management Performance Grant Program.

The Department of Homeland Security (DHS) announced recently supplemental fiscal year 2007 grants for three grant programs: the Port Security Grant Program, Transit Security Grant Program and Emergency Management Performance Grant Program.

The supplemental announcement totals $260 million is in addition to $567 million awarded from the regular FY 2007 appropriations for these programs, totaling roughly $827 million this fiscal year.

The U.S. Troop Readiness, Veterans Care, Katrina Recovery, and Iraq Accountability Appropriations Act of 2007 provided the additional grants: $110 million for the Port Security Grant Program, $100 million for the Transit Security Grant Program, and $50 million for the Emergency Management Performance Grant Program.

Eight port regions qualified for Tier I, or highest risk status, in FY 2007. Through the supplemental grant, these ports will receive a combined total of $66 million, or roughly 60 percent of the $110 million available through supplemental funding. Seventeen port regions qualified for Tier II in FY 2007. Through this supplemental award, these ports will receive a combined total of $22 million, or roughly 20 percent of total supplemental funding.

Eight major urban transit areas qualified for Tier I, or highest risk status, in FY 2007. They will receive a combined total of $86.2 million, out of a total of $100 million, in additional Transit Security Grant Program funding available for rail and bus systems. Grant funding priorities include securing underground and underwater transit systems; protection of previously identified high risk and/or highest consequence systems; reducing the risks of improvised explosive devices and radiological, chemical and biological weapons; as well as training, exercises and public awareness campaigns.

State emergency management agencies use Emergency Management Performance Grant Program funding to enhance their emergency management capabilities and structure programs based on targeted needs and build capabilities.
