One effective way to neutralize odors in a healthcare facility is to use an odor eliminator, according to an article on the McKnight's website.

Odor control products only mask them by raising the intensity level of a pleasant odor above that of an unpleasant odor. 

As the intensity of the masking odor dissipates, the original malodor will return to the area.

Odor eliminators penetrate surfaces and treats the problem at the source by organically eliminating malodors at the molecular level to improve indoor air quality.
