What Exactly is a Zero Emissions Building?

The Department of Energy has released new guidelines on defining what constitutes a zero emissions building.   July 1, 2024

One of the hurdles to adoption of zero emissions buildings is understanding exactly what a zero emissions building is. Is it the same as a zero energy building? How is a zero emissions building calculated? Which of an organization’s Scope 1, 2, and 3 emissions must be counted towards its total tally? 

The Department of Energy has stepped in and created a specific definition for zero emissions buildings. At its root, the definition is this:  

“At a minimum, a building that achieves zero operational emissions from energy use must be:  

  • Energy efficient. 
  • Free of on-site emissions from energy use. 
  • Powered solely from clean energy.” 

The full document is of course much more comprehensive, providing guidance on emissions measurements and standards. DOE is quick to note the new definition is not a regulatory standard, but the baseline definition can help governing bodies and organizations creating voluntary rating systems craft their language.

“The National Definition of a Zero Emissions Building will support the sector as it advances innovative solutions essential to creating resilient communities and high-quality jobs,” said U.S. Secretary of Energy Jennifer M. Granholm in a release. “With today’s announcement, DOE is helping bring clarity to our public and private sector partners to support decarbonization efforts and drive investment—paving the way for the cutting-edge clean energy technologies we need to make America’s buildings more comfortable and affordable.” 

Industry organizations such as ASHRAE hailed the new definition. “ASHRAE is pleased to be recognized and have our referenced standards acknowledged as guiding tools in this significant milestone to combat climate change by decarbonizing the built environment," said 2023-24 ASHRAE President Ginger Scoggins, P.E., Fellow ASHRAE. "The National Definition of a Zero Emissions Building provides a clear market signal and consistent target, supported by measurable data, to propel the building sector towards a sustainable future.” 

“The Biden Administration, perhaps more than any previous administration, recognizes the enormous role that buildings play in our lives and our environment,” said Peter Templeton, CEO of the U.S. Green Building Council. “USGBC has been pleased to collaborate with the White House and Department of Energy in this effort, and we were thrilled to work with the Biden Administration during Greenbuild to announce plans to create a new national definition of a zero-emissions building.”
